Need suggestions on where to go :)

Can anybody give me suggestions on where to go for my next vacation?
I'm planning to travel around Aug/Sept for 3 weeks somewhere in central/south america. I'm looking for a budget place that is not too touristic but still pretty save for a single girl that speaks no spanish could do some diving or possibly learn to surf without wearing 7mm wetsuit. Some salsa scene would be nice too.

The north west coast of Costa Rica is a good spot. I was in Playa Hermosa in March. Great scuba and safe. I am sure there is night life around but I wasn’t looking for that. I would actually recommend going a few beaches south for better scuba. Playas del Coco. Check out the scuba at Catalinas Islands. Many Manta sightings and schools of thousands of Devil Rays. Also saw white tips and turtles. The highlight of my diving.

PS. If you fly into Liberia airport its only about 35 to 45 minutes from the ocean.
