Rise in Crime?

Due to the global recession has anyone noticed a rise in crime where you live?

In the last couple of weeks around Exito on Calle 134 its gone from not hearing too much about robberies to my wife witnessing one a block from our apartment, and lots of other reports from the porteria of our neighbours having there bags taken, another girl had her ipod taken. On older neighbour had his bag stolen going to Exito to buy bread. He told us, if he needs anything he will drive from now on. From what I have heard, its small gangs of three blokes.

But the thing is that I dont understand is that if there are witnesses to a robbery in progress they do nothing, usually they avoid it like the plague, and go the other way or down another street. Is this because the police will arrive in say....an hour? Or is it that they think theyll be targeted by the thieves?

Anyways keep your heads up out there everyone and stay safe. Farking theives!
