Question regarding residency

My father in law, a mexican, seperated but didn't divorce from my mother in law, colombian, who passed away three years ago. He now wants to move permanently to colombia and is seeking residency. My wife and I relocated back to Ireland. He has asked my wife to write a letter which, will have to be notarised in the Colombian consulate in Dublin, inviting him to come and live in colombia. We have sold our apartment there and my wife's mothers apartment and have no permenant address there even if we were to try and fudge the issue. ( as in say that we are only here temporarily)

So my questions are:-

1. On what basis do you think he is seeking residency?
2. Is there any harm in my wife sending a notarised letter inviting her father to live in colombia( this kind of implies she lives there) when she resides in a different country?

1. The Colombian wife's death would remove any possibility of the issuance of a spouse visa. She must write a notarized letter requesting the spouse visa which, obviously, she is unable to do.

He may be able to seek a visa through his daughter is she is a Colombian citizen. el Decreto 2622 de 2009 may have changed in this requard, He should consult with a Colombian consulate to see if he could be eligible for a QUALIFIED RESIDENT visa.

2. Do NOT try this. She has no standing whatsoever to extend this kind of offer.

i agree with Gator....Best news is that the Padre/Madre of a Colombia national visa has been eliminated and moved over to the QR visa category which is a Resident Visa, not a Temporal Visa. (better for him). Sending a letter is both unwanted, unneeded, and would be a negative. Where she lives is not important. What is important is if she is a Colombian citizen.
