You bet they can-and more.

Here in Canada we have small villages where over half the people are involved in the marijuana trade-they never talk to outsiders and a person visiting is made to feel invisible.

Since marijuana growing isn't a priority crime for the police few if any arrests are ever made.

' a la orden!'

when i first migrated to colombia--'89--the soon to be novelty of legal possession and use, had an interesting effect. i was accosomted to los angeles, sante fe, aspen and the price structure/availability/problems they extant. here in colombia, a gram and a half of uncut toot could be had for 100th the price of california and 80 X as pure. well, with this availability of clean product, cheap-cheap-cheap- with out a witch hunt atmosphere, was incredible. i stayed high for a good long time...and i'm a work a holic. i just worked high speed.

well, interestingly enough, the novelty and ease soon wore off...i found myself using less and less until it was down to something really modest and infrequent. surprised me. when i could have all i wanted, cheap, and be assured of purity and the absense of social taboo and no problems with the police, etc. one would think how easy to just stay one toke over the line. well it didn't turn out that way.

sure, when i'm home in the finca, around family friends and their families, the occassional inner family fiesta involves the elder men and the younger drinking and tooting together and a really relaxed non judgemental invironment...outside of that, use is rare. injoyable, for sure, but rare.
